Abstract
This action research was conducted to study on how to improve the reading level of Grade Four learners in the Am session of Balara Elementary School. The researcher aimed to improve the reading level of the learners by using phonetic Approach in teaching reading.

In this study, the content of the reading materials was a teacher made lesson package of lesson plan with complete instructional materials from lesson 1-25 . The lesson composed of different attacks of phonetic Teaching Reading with sometimes combination of ICT based instructional materials.

Descriptive methods were utilized in this research. As pointed out by Best and Khan (1998), descriptive method is used when the researcher's intent is to describe the status of something and prove onto the similarities and differences among particular group of individuals on the basis of a certain characteristics of variables.

To answer the research questions if how the phonetic Teaching Approach effective to 22 learners in Grade IV AM Sessions. The results was very evident that after the study 4 or 18% were word readers, 6 or 27% sentence readers and 6 or 27% Phrase readers, 6 or 27% Paragraph readers.

Based on the result of the study , the researcher highly recommends the reading program adopting the phonetic Teaching reading. The researcher may discuss the result during conference, FGD, LAC Session and In-Service Training for their guidance and gaining some insight.
