Abstract
Development in reading ability has been highlighted as a problem among Grade One pupils. Many programs and interventions have been proposed to address this issue. One of the newer interventions in the Department of Education is the use of Bloom Software in creating localized reading materials to answer the abovementioned problem. Bloom software is a computer program. It was made so that making books can be easier. It helps more people get involved in building a large collection of books in a local language. The study compares two groups of pupils in Grade One, 25 in a control group and 25 in an experimental group. Pupils in each group were assessed in pre-reading and post reading test. The teacher-respondents in 6 schools representing 6Congressional Districts in the Division of Quezon City undertook 2 months in testing the localized reading materials. The data gathered revealed that there was a significant difference between the pupils taught through LRMDS reading materials using Bloom software and those taught using the traditional learners' materials.

The results from this action research implied that there was a reason to suggest that, localized reading materials using Bloom Software helped the pupils to develop their reading ability and helped them to become a reader.
