Abstract
The pursuit of educational excellence is the primary concern of educational sector. Thus, the foundation of learning is in a child's early language literacy. As a component of basic education, in order to achieve lifelong learning, a learner must acquire the language literacy skills. This study was undertaken to assess the language literacy skills of grade three pupils of Payatas B Elementary School, Narra St. Brgy. Payatas, Quezon City in the academic year 2019-2020. This Study is a descriptive-correlational research. Descriptive research deals with the relationship between the variable, the testing of the hypothesis, and the development of generalizations, principles that have universal validity. (Best and kahn,2006).

In the analysis of the gathered data in the problem, the researcher made use of the weighted mean, standard deviation and T-Test. it was found out that there was a significant difference between the teachers and parents' assessment on language literacy skills of the Grade three pupils in terms of listening, speaking, reading and writing . With the degree of freedom of ninety-eight (98) having a critical value of three point zero seven one eight (3.0718) using zero point zero five (0.05) level of significance made the hypothesis rejected.

After completing this research, the proposed enrichment program was utilized and found effective. it has been used during the third grading period and fourth grading period respectively. Based on the findings. there was an improvement of the language literacy of grade three pupils
