Abstract
This study aimed to determine the extent of leadership empowerment of school heads and the level of their performance based on the leadership domains of the national competency-based standards for school heads in the Schools Division of Manila, Valenzuela, Caloocan and Quezon City as basis for a proposed model for empowering school leaders. The respondents of the study were four hundred-thirty five (435) comprising of thirty (30) school heads, thirty (30) master teachers and three hundred seventy-five (375) teachers assigned in public elementary schools.
Based on the findings, the extent of leadership empowerment of the school heads in terms of allocation and utilization of resources, decision making, and instructional coordination.
